Kazakhstan Expands Concessional Lending for Greenhouse and Crop Production Businesses
Kazakhstan has updated the rules for concessional lending of projects in the agro-industrial complex, reports the legal portal PRG.kz.
Order No. 48 dated February 9, 2026, issued by the Minister of Agriculture of the Republic of Kazakhstan, introduced amendments to the existing Rules for Financing AIC Projects, strengthening support for greenhouse infrastructure and crop production facilities.
Concessional loans at 1% per annum for 10 years
The government provides budget loans under the following conditions:
– financing term — 10 years;
– interest rate — 1% per annum;
– grace period on principal repayment — up to 24 months;
– disbursement period — 18 months.
Funds are provided through a loan agreement between the lender, the budget program administrator, and the borrower.
Focus on greenhouse projects
The updated rules prioritize financing for projects related to:
– construction and expansion of industrial greenhouse complexes;
– vegetable and fruit storage facilities with a capacity of at least 1,000 tons;
– irrigated agriculture projects using modern water-saving technologies (drip irrigation, sprinkler systems);
– infrastructure for deep agricultural processing.
Other AIC sectors are also covered, but the key priority for the crop production and greenhouse market is accessible long-term financing for infrastructure and production projects.
